Also try Irregular Miniatures.
http://www.irregularminiatures.co.uk/
They have a 20mm WW2 range which includes Yugoslav troops (as well as a WW1 and Balkans War range in 15mm which includes Serbians and Montenegrans and Roumanians.
Their late war WW1 (under 1870-1918 title!) French may be useful or their WW1 Russians? Also try their ww2 Chinese in 15mm.
But if looking for partisan types then try their Chaco wars types!!?
A good paint job can make these look really good and they take washes and dry brushing well.
Hope thes eideas help.

PS Also try asking Ian Kay (Irregular Mins owner & sculptor) - nicely - if he will make you a 15mm range - if you promise to buy them he might (he did for VBCW 20mm and others I tried!!)
