So heres my first run at the 3mm panzer battalion, I've tried to dry the sand on the tanks a slightly differant shade of sand to the colour I used on the base but I still think they merge a bit due to the lack of contrast, I thought about some small patches of static grass, would these be appropriate for 1941/42? Any general thoughts/observations appreciated, they are not varnished yet so its not beyond the point of no return!

They do blend in a bit much with the bases at the moment, you could try a bit of grass.

Agreed. Grass or tiny bits of clump foliage to represent bushes (or both), would make the tanks stand out a bit more. Currently "stealth" tanks!
Alternatively - add a smidge of camo to the tanks?

Yeah I went with a bit of static glass.

Darken the bases a smidge and drybrush some more highlights might also help.
Mind you, the 3mm tank crews might object to any of these suggestions.

Have to say, Dave, that the detail on the 3mm infantry looks pretty damn good. 15mm is about as small as I can go these days, even with specs!

You could try inkwashing the bases to darken them a bit, but ultimately I suspect you may need fundamentally different base colours for the tanks and the terrain..

I did ink the base and to add to that I used a different ink to the one I used on the tanks.
