No it's glued to the bases. It's Gale Force 9 snow flock.

Either applied like green flock - which is a bit thin and could have done with a coat of white paint underneath.

Or to make the banks of snow a bit of flock mixed with White glue to make a kind of "mashed potato" then stuck on the base with a sprinkle of fresh snow flock over the top.

The tanks look fine and the winter wash pretty cool. Not sure about the snow though, it seems like its for much bigger minis given the size of the flakes?

I see what you mean about the flakes looking rather large.

Any ideas on how to model snow for 10mm?

Both artex, and painting my sand from Hoylake beach work for 6mm. The sand was rather cheaper. Just remeber to paint the base white. DO NOT spray the Christmas Decoration snow on your good terrain, it dont come off.

A number of years ago when FOW hit the market, I did a commission job for a local shop owner. He wanted 6th Pz in russia with winter wash and snow etc and I came across this website:

They do a winter wash paint and a pigment series which I used to do the job. They dont appear to do the 'ash white' pigment anymore though.

Theres also this stuff that comes recommended from another forum. seems a bit pricey and the forum in question is 28mm stuff so again the flakes/crystals may be a little on the large side

Thanks for the ideas. Do you think polyfilla might work? Or will it be too smooth? I would like to build some depth of snow in places.
