Is it permissable (in a campaign) to form 1000 point battlegroups (for reinforcement and replacement) WITHOUT a CO element ?

Perhaps I should clarify my question. If I was doing a campaign that called for 4,000 points, could I do it as 4 x 1,000 point forces, some of which did not contain a CO ?Huh?
