The rule say " when carrying out a move action, the commander must be the first unit to move"
Why ?

But when you move the command unit first, she probably take a lot of opportunity fire because she was the nearest visible unit.
If you can move first other unit, you can protect your command unit. No ?

It seems like a fair point, but as you have said, the commander can only be targeted if it is the nearest visible unit. So make sure the commander isn't at the front, even after a move.

Initiative fire is at the nearest visible enemy.
Opportunity fire can be at any moving/firing enemy.

Generally speaking yes, but here we are talking about the optional rule for commanders, see top of page 134.
Commanders can only be targetted if they are the nearest visible unit.

That means you need recce if you want to use that rule.
Think that's the sense of it, anyway...
Nearest - visible - unit.
