Mortars have to fire indirect using high trajectory flight paths and it doesn't really make much difference how far away the target is (as long as it isn't too close or beyond maximum range). Mortar fire is more about how many bombs the crews can put into an area in a given time, the aim point is a beaten zone rather than a specific target. On board artillery is more likely to be firing over low trajectory open sights where distance the shells travel and accuracy is more important. I don't think on table arty batterys fire barrages but aimed salvos designed to hit a particular vehicle/cluster of men, etc so should be given the modifier IMHO. I think this is true whether they fire at targets they can see themselves (true open sights) or are firing at what the CO can see (i.e. putting a salvo onto a specific map reference).
