I notice that in some army lists that the CO has the same command value as an HQ, but costs more points.

Are you required to bring a CO or can you simply opt for the less expensive HQ?

Every battle group requires a CO. The CO can order troops within the BG and also order any HQ which failed its first CV roll, so they are useful.

Going by the army lists in a points match up they are mandatory but sometimes I go without when playing historical scenarios.

Yes they are required.

Done it this way -

1st Btn to arrive acts as CO until a more senior HQ arrives, this then takes over, and previous CO drops to an HQ.
Formations which obviously act independantly - small long range recce, like LRDG always operate as if they have a CO.
