Page 4 states "a formation is all units you will issue orders to at any one time during a turn" .
If a Russian HQ has under his command 2 tanks and 4 infantry stands,can he give orders to just the tanks only as a formation and claim the +1 bonus for all units under command doing the same thing? If say he passes 2 attempts,can he stop and then order the infantry units as a formation and gain the +1 if they all do the same thing?

"HQ can only issue orders to their own formation. "
(In this case the tanks and infantry must be part of the same formation that is commanded by the HQ)

"+1 to the command value of the CO or HQ if all the units in the formation carry out the same action...."
(in this case all six stands have to act together and perform the same action.)

Another question based on above :

Your formation consists of 1 x HQ, and 6 x T34s. One T34 is suppressed. The HQ orders the remaining five T34's to do the same action. But can't order the suppressed unit. Do you still get the +1 modifier?

Yes, with suppressed units it's OK.

I think that it may exclude Recce as well - or is that a house rule that we play?

Correct, it excludes recce.
