Do the rules allow the 88mm Flak 36 to be used in its dual role ?

IIRC, no. I believe the reasoning is that the Flak 36 is designed to hit an A/C at a much higher altitude then is reflected in the game. In other words the A/C in the game fly in-attack-then egress the area too fast for the hvy 88mm to track and fire.

I may be wrong however.

That's right, the 88 would hit aircraft much higher up than the ground attack aircraft in the game.
