British Artillery Stockpile Rule?

The Battlegroups Army Builder print out rule says, "Artillery Stockpile: Double the number of artillery assets are available from October 1942.

If I buy two artillery assets on the Battlegroups Army builder for March 1943 Tunisia, I plan to cross it off and change it to four.

No? If No, what then?

It means you can buy twice as many for your artillery units, so two each as opposed to one. You still have to pay for each asset.
