This has probably been answered

Example: An on the board American 81mm mortar has an AT of 3 (This could be any type of on board artillery, the American 81 is just and example)and fires at an AFV is the to hit # a 4+ or is it a 6 as in the artillery rules (or a 5+ if open topped)?

It seems that if the mortars hit on a 4+ it make them extremely powerful. More than they were actually. Then again we may have missed a rule.

Mortars against open topped vehicles are deadly, not so bad against other AFVs.

You have to think very carefully before fielding open topped AFVs.
