Sorry if this has been asked before but is there any reason why American Stuarts and British Honeys have Move 25cm when Soviet Lend-Lease Stuarts only have Move 20cm.

If the speed goes up to 25cm though i'm going to stuggle to pick between T-70 and Stuart!

Yes I seem to remember reducing the speed of the Stuart in the Russian lists because (a) it fits better with the rest of the Russian kit (b) they weren't that good in Russian terrain.

Stuarts sent to Russia were the diesel engined variants, maybe they are a bit slower?

Hmm, possibly (one engine variant of the M4 did go 29mph). Checking Hoffschmitdt & Tantum's U.S. Military Vehicles of World War 2......

But no, both M3A3's hit the same speed, 36mph.

Bonus answer, the M4A2 with the Ford engine was the go fast one. The Canadian 2nd Independent Armoured Brigade had these in Normandy.
