I created a 4k Soviet army today, and noted it had a Breakpoint of 21. I worked out it should be 20, plus 4 for Rigid - but certainly not 20.

Is this a glitch?

Interestingly, it doesn't seem to calculate the minuses for flexible doctrine either.

looks like it's adding 1 or subtracting 1, rather than 1 per thou.
