Rules for a minimum number of units per battlegroup have been removed in BKCII so...Does it means that CO units are no longer compulsory?

Interesting. We played a BKC 1 game with no CO on either side to represent command and control breakdown in the (quasi) historical scenario. It certainly made our lives difficult.

In small engagements (between 500-1000 pts) paying 150pts for a German CO is a pain and i think you could perfectly manage with a couple of CV9 HQ´s.

Historically where battles had force committed piecemeal then no CO would probably help show this especially if you have a rigded command system.
