On page 43, 4th paragraph, it talks about looking up a modifier in the special rules section of the army list to use with the table in the middle right of pg. 43. I cant find the referenced modifier (also referenced on pg. 36 discussion of victory points) in the army lists. Where is it hiding?

I think you have found a glitch in the rules!

Unless these modifiers have been built into the online battlegroups, then they do not appear to exist in any of special rules in any of the army lists, from my brief scan of these after reading your post here.

The comment and table you identify on page 43 appear to relate only to the scenarios in the rules (which I admit to rarely using) where there already exists scenario rules for the imbalance of forces involved.

Are the comments you found, simply an add on to create extra discepancy in these scenarios?

Or an anachronism that Pete failed to take out, in his re-write?

Or just an other optional rule for those who like to have extra uncertainty in their games? (This reminds me of 'Peter Pig' rules which do this a lot.)

I cannot tell from reading the rules either!
