I think this question has gotten lost in the thread on the tactical doctrine. (It affects Hitlerjügend too.)

Does the 'Fanatical' unit type command bonus stack or replace the penalty for assaulting the enemy?

i.e. Is it +1-1=0 or just +1?

This just affects the Japanese - apply both modifiers.
