Can you still upgrade your cmd units? or, has this been removed?

Gone, but some lists have extra command units with a higher CV.

Yep - you'll have to rely on massed preliminary bombardments, and use on-table artillery (or ISU 152s Evil) Grin

a couple of katyusha batteries firing scheduled strikes on registered targets...

no dice to roll for command or deviation with your sweaty hands, other than the eight per unit in the target area ;-)
