p4 Says formations are just the units a command happens to be ordering at the time.

The doctrine section limits or restricts who can order particular units.

Are 'formations' ,when referring to rigid, normal and fanatical doctrines, determined when writing your army list?
i.e. CO,x,y; HQ1,a,b,c,d; HQ2,e,f,g,h. Where the CO can order units a-h if necessary.

They should be based on historical practice. You're going to see a lot more flexibility with the Germans than the Russians.

Saladin, that's what the Doctrines and Formations rules do - with Flexible doctrine any HQ can command any unit; with Rigid a HQ can only command those troops assigned before you start the game. Normal doctrine can command anyone but at a penalty if not part of their initial formation.
