Everything in the Command phase seems to require all attacks and suppression roles to be made at the same time when more than 1 unit attacks the same target. Obviously this is different for the Initiative phase.
In the Air Support phase rules clearly say that when multiple units are attacking the same target - test for each one seperately.
But in the Artillery phase dont you roll all the deviations...see where there is any overlap of fire zones....and roll all the attacks on units caught in the overlap together?
If not rolled all together....
This makes calling in and firing normal artillery units on the same order with rockets and naval guns VERY powerful. Where they overlap, you can get suppression and fall back in one order.
(1) Isn't the benefits of rockets/naval the bigger fire zone? Having a chance to get suppression & fall back on all artillery fired against the same target in one order seems a little tough. Usually you have to make another order roll to stand a chance of forcing a fall-back.
(2) For British players - does this mean they could call in 6 25pdr artillery units....decide that 3 units would be using a 20cm zone (and therefore adding 3 attacks into that fire zone) and also decide 3 units would be using a 30cm zone. They would then roll deviation for each group of units...and do each one seperately?
