The 5cm proximity rule indicates that you cannot move within 5cm of a "visible" enemy unit, except for close-combat. And the close-combat rules indicate that you cannot initiate close-combat movement across a linear barrier (e.g. a low wall) unless your unit is already in contact with that barrier before initiating the close-combat move.
There was an situation in our game yesterday where unit “A” wanted to move into close-combat with unit “B,” but there was a low-wall between them. Unit “A” could not initiate close-combat move because it was not already in contact with the wall. In addition to this, it could not use a regular move order to get into contact with the wall because unit “B” was 2cm on the opposite side of the wall.
In short, unit “A” was only able to fire at unit “B”.
