In the Skirmish game.

Do troops that fall back more than 10cms get knocked out, or is this distance increased?

I assume that in non skirmish game, that the 10cms fall back rule, equates to the normal infantry move of 10cms!

And therefore, is the skirmish fall back move equivalent to the normal infantry move of 20cms?

Skirmish isn't really that developed as far as I know
Think of a Walker with a move of 25cm, are we assuming you have to suppress it and keep firing at it until you force it to fall back 26cm? That's a heck of a lot of fallback
Also, if infantry fall back 20cm what happens when they fall back into terrain?
The position you need to take and decide with whomever you're playing with is whether 10 is a magic number that equates to the KO or if it refers to infantry's 10cm move (also note vehicles will KO at 10cm, too, so there goes that theory!) and therefore a tank or a walker with a 15-30cm move needs to fall back its move allowance to be considered KOed.

In our (skirmish) games we run it as 10 being the magic number

As Skirmish reckons you double ranges & movement, I'd double the fall back. It's not unit speed dependent, but ground scale - and that's what's doubled (still falls back 200metres, but that's 10cm normal scale, 20cm skirmish).
