Can Hover move into High Area terrain with out stopping at the edge as long as the terrain is not rough or woods?

I understand there is a -1 command penalty for hover in high area terrain.

As in you could move a hover unit deep into a built up area in a single move.

forgot Grav and High Area terrain.
Does grav get cover from terrain it is passing or stationary over?

Does the same LOS 5/10cm rule apply?

See P18 - Hover (Technology)

"Hover is the same as normal ground movement, except that vehicles may pass over wet terrain without penalty."

High area terrain is high area terrain regardless of whether it is a wood, rough ground, bua etc.

Yes there is a -1 command penalty when moving in high area terrain.

Grav is entirely different in that there are no terrain penalties.

Does Grav get cover from terrain it is passing over? I would say yes as its 'gravitating' at low level.

Hover does not have to stop at the edge of H A T because on page 20 it is not one of the modes specifically listed.
But woods and rough are impassible.

That would make hover a good choice for urban.

For Grav I would think it would be 1 less cover because you are skimming over it same as jump. Unless the rule is that normal LOS rules for terrain apply; Disregarding that the unit is flying over the terrain.
