Possibly obvious question here, but do FAO and FAC units need to be placed in a formation and issued orders to move etc, or do they act as independednt units using their own CV?

No, they are considered command units so move on their own violition and do not need command rolls from the HQ, CO nor themselves to move. Their CV value is only to call in the support they are associated with.
