Grey Alien Science Team special ability. Occurs in initative phase. Is it limited to initative range?

There is no range specified - so just as written, I think - 'the nearest enemy command unit'. I don't believe that weapons fired in initiative are limited to initiative range for effect - e.g. all cyborg doctrine troops may shoot any any visible enemy, range limited only by weapon used. As far as I can see, there is no LOS or LOF needed for this weapon. It is a 360 degree effect, no save.

Great if you zap the CO, but if you buzz it with a minor commander it can't do much harm.

That's the way we played it, but I just wanted to verify.

I found it quite effective, even against a minor commander.
