with upgrading to 15mm I now have no terrain that can be used for this so am after some affordable options.

anyone got any good sites I can either buy, download, or tutorials for making terrain...

There are some very nice laser-cut buildings around. Have a look at the following:

I have a couple of the 4ground buildings and they are excellent. Gamecraft also do laser-cut foamcore, which is a bit less pricey but is limited to North African style buildings, although the factory would not be out of place in Stalingrad.

Battlefront (Flames of War) and Gale Force 9 sell pre-painted terrain. I found its a high quality. May be only slightly pricey but is worth it for being able to use out of the box.
