Yeah, clump foliage is good stuff. One word of advice - thin down some PVA with 50/50 with water and then give it a liberal dousing. It'll set clear but nice and hard, so you won't be shedding foliage everywhere!

Try it on a test piece first, though!

I did a similar thing, using 0.5mm plasticard cut to various lengths for bases (to match the rest of my terrain pieces). I interspersed occasional gaps in the clump foliage with thickish twigs - to represent fallen trees/logs used to plug holes and also made some woven fence panels from cereal packet card and cocktail sticks.

This is the route I intend to take. have been happy with the pan scourer hedges I've used for 30 years but saw a tutorial online using clump foliage recently and I was converted. Not tried it yet though.

Very nice, I was just going to ask about making 6mm hedges. I think these would work really well.
