i am looking to make some terrain for NWE, what im makeing is a railway yard with oil storage tanks, gravel mill, etc etc. now when it come's to roads would the roads be grey tarmac or dirt road's.

I think around that kind of industrial area then you are likely to get tarmac roads.

Dirt roads were certainly around in the 40s but more in rural areas. Cobbles would also still be common in towns and cities.

I have seen cobbled rail yards in both England and France.
