In CWC book and in the Battlegroups this tank is limited to 1991. I presumed it's a mistake and soon after I found a good source to confirm that it should probably be 1983-1991.

No, the entry you are talking about is specifically for the Gulf War - see the entry above for the regular M60A3 (without TI and ERA).
