Hi.
With our last game, me and my friends was wondering about rule saying that CO can attempt to issue orders to units that failed to receive any orders from HQ. We were arguing about how to interpret this rule. And that's why I have some questions:

1. Does "units" mean a group of units (i.e. 4 tanks), or does it mean single unit (1 tank) receiving orders from CO one by one?

2.Does this rule mean that:

CO can attempt to issue orders to EVERYONE unit that failed to receive orders from HQ (i.e. 3rd or 4th order)? In other words does it mean that CO can try to issue order to more that one unit? If I'd have 3 groups of units - 4 tanks (which already received 2 orders and 3rd was failed), 6 Inf (which already received 3 orders and 4th was failed) and 3 IFV (which already received 1 orders and 2nd was failed) does it mean that CO can try to issue order to every one of that group?

And if so, does CO issue order to 4 tanks with -3 penalty, to 6 inf with -4 penalty, and to 3 IFV with -2 penalty to it's CV? We assume that CO is in 20cm to all 3 groups.

3. What "All other command rules apply" sentence means exactly?

I read it that the CO can issue orders directly to troops whos HQ failed on its first attempt only, if it fails after the first go, then the CO cannot issue orders to any units that didn't get orders through.

you include for distance, etc

And of course if the CO fails an order roll, the turn ends.

There is a -1 penalty for attempting to issue orders to a unit that has already had someone try to irder them.

We play it that the CO can try to issue the order to any one group of units whose HQ failed its command roll on its first roll only. The group in question being defined as the same group as the HQ was trying to issue orders to in the first place.

Since we tend to use fixed formations this is easy to play.
