These do not appear to be listed as assets in any army list.

Are they available to all NATO and Soviet army lists 1970+ ?

Any other armies ?

Or have a missed a note somewhere in CWC ?Huh?

They're in the special rules section on the army lists that allowed them, they're definitely on the US and Soviet lists (listed as Artillery FASCAM).
