Your CO can order a unit that has not been successfully ordered by another HQ at -1. However if the unit in questions own HQ has blundered does the unit count as being unordered or does its blunder action count as an order? I can see the argument for both interpretations.

The unit cannot then be ordered as it received orders, but carried them out differently to what was intended Smile

Can the CO step in and order a formation after the HQ has failed any order (ie. its second or third attempted order)?

Or is that the CO can step in for a failed order only if the order was the first one and it failed?
