Does an HQ count towards the three unit rule?

Can an air strike be combined with an ambush in the same way as an artillery strike?

The more I think on it the less I think an air strike would be available for an ambush.

Any answer to the HQ counting towards the three unit ambush rule?

Sorry, missed this query. No, command units don't count. Airstrikes can't be combined with ambushes.
