Can any unit do this? Or is it restricted to unit types that can initiate close assault?

I had an E German HQ blowing raspberries at my three Challengers last night because AFVs can't initiate an assault in woods.

Previously my Scimitar recce had to go around an enemy FAO because recce can't initiate close assault either.

A tad annoying, though I can see arguments for and against...

Any unit apart from command units, but they have to be able to enter the terrain.
