Scenario River assault suggests giving the attacker free bridging equipment, but how much do people think they should have?

1 per 1,000pts? 2 per 1,000pts?

What about assault boats for infantry? Would it be fair to say all inf have them? or just a certain number.

Looking at 5,000 vs 2,500 sized game.

In my 3000 vs 1500 pts game I gave them 4 units for free. Somewhere I read that 1 per 1000 points would be okay but I can't remember where I found that.
