ATGW and evading

I understand that if I fire my ATGW at an opponents tank in my turn he suffers a -1 for command rolls in his turn.
What happens if I fire my ATGW as oppertunity fire, can he evade and does he then suffer an extra -1 for command for the rest of his turn.
Does this happen if he does not try to command the tank that evaded?

Yes

I thought the -1 was for attempting to dodge not for simply being fired at by an atgw.

Yes it is just for evading.
