When recce are attempting to communicate with an HQ/FAO does the 'nearest enemy' inlude enemy recce stands?

In our games recently, it seems for the first few turns all the recce can drop artillery on is the enemy recce stands.

On a similar topic, using mobile deployment, are the HQs place on table at the beginning of the turn, before the initiative phase, allowing the recce stands to have someone to communicate with, or during the command phase, when their formation is deployed?

I treat the HQs placed on the table at the beginning of the turn as markers and not really there. The HQs to not show up for real until they are finished doing their commands and are able to move.

Actually it's a good thing that "nearest units" include recce units. That way the defender can use effectively use Recce units as a kind of counter recce screen- annoying for the attacker perhaps but helpful for the defender. The end result seems reasonably realistic to me.
